The mission of Pilbara Airlines is to create an international and domestic airline, based in the Pilbara, with the objective of providing direct flights to Asia and Australian capital cities.

One of Pilbara Airlines’ key policies includes engaging with the Pilbara community and providing support as required to local governments, authorities, businesses, organisations and institutions.

The airline is committed to safety and the management of risk in all its operations and will comply with the laws and regulations of the Government of Australia and specifically the Civil Aviation Safety Authority of Australia (CASA).

Pilbara Airlines will always treat company personnel and clients with utmost respect and act honestly and with integrity in all its dealings.

Business Overview

To create jobs and development in the Pilbara region, it was our vision that an airline based in the Pilbara and providing direct international flights to Asia, would be the catalyst for future economic development. A locally based, international and domestic airline will contribute greatly to the improved liveability of the region. It will offer new opportunities for residents while encouraging sustainable growth, leading to more permanent communities. Pilbara Airlines will have a positive impact on our region, creating jobs, diversifying industry, and providing – for the first time – the competitive air services and seat pricing that residents of the Pilbara deserve. It will boost the export of agricultural and aquacultural produce to Asia, create sustainable tourism and contribute to the region, the State and the nation.

Aircraft – Airbus

Pilbara Airlines has selected Airbus A320/A321 for both international and domestic operations. The aircraft will be fitted with both business and economy class seating, with forward and aft galleys to provide a high standard of food and beverage service. It is proposed that Wi-Fi systems are installed, with a high level of entertainment options available to passengers using their own devices.

Pilbara Airlines Operational Base and Infrastructure Development

To establish the company, Pilbara Airlines has opened a temporary project office in Perth, Western Australia, as this was the most convenient location to communicate and meet with the Civil Aviation Safety Authority (CASA), Government departments and aviation companies, and employ the management team.

The airline initially determined that the future base of the company would be Port Hedland because it is already approved as an international airport. Recently, the company commenced communication with the City of Karratha to consider if the Karratha Airport is the best location for its operations.

An announcement will soon be made as to the airline’s decision on the location of its operational base.

Commitment to Safety

Management Commitment

The General Manager of the company has issued a clear Safety Policy outlining the safety expectations, objectives and desired outcomes within the company. The Policy demands high safety performance from all staff and managers and provides a commitment of full support in the achievement of policy requirements.

In addition to the company Safety Policy, the General Manager has issued a Safety Management Policy Statement. This Policy expands on the methods and company commitment necessary for the effective management of safety within the company. The Safety Management Policy Statement addresses five key elements and holds senior management accountable for ensuring the integrity of the system within their respective departments.

The General Manager, with support from the Board of Directors, is committed to the effective development, implementation and maintenance of the Safety and Quality Management System and has provided the necessary resources to affect this commitment.

The Safety Policy of the company is primarily one of prevention. The company places the utmost importance and emphasis on all aspects of safety throughout the entire spectrum of the Company’s operations.

The criterion for a successful Safety Program is maximum participation to ensure a minimum accident / incident rate. Safety requires a conscious effort on everyone’s part and must never be compromised.

Safety Policy

The ultimate goal of our Safety Program is the prevention of accidents: this is the challenge.

We believe that accident prevention is the responsibility of every staff member. Although it is a management responsibility to initiate the safety cycle, ultimately all managers and supervisors must share the responsibility to build safety. We must all instil the safety concept in every employee, in every operation, to constantly achieve success. Together we must all diligently strive to:

  • Be safety conscious at all levels within the organisation,
  • Be proactive in our safety actions,
  • Maximise safety without comprising our Company’s goals
  • Build and reward strong Non-Technical Skills and competencies amongst all staff
  • Minimise the negative impact of Human Factors in all our activities, and to
  • Grow a Safety Culture that, at its heart, has a:
    • Just Culture
    • Reporting Culture, and a
    • Learning Culture.

  • Resources and training to ensure our staff are fully aware of their safety obligations, personal human factors imitation and are skill in both the technical and non-technical skills required for safe operations
  • Systems that minimize risk and provide for “safety flags” to be raised.
  • A Culture that puts safety first, learns from our experiences and through a just culture process addresses the safety issue rather than simply blaming a person.

Karl Watkin MBE

Chairman

International entrepreneur with 40 years experience of developing technology, engineering, charter airline businesses and teams to drive them. Last 10 years developing patented cell culture pharmaceutical products for weight loss and the active ingredients of medicinal cannabis. Former Chairman UNF Bio Energy Advisory Board, co-chaired review of White Papers for UN Foundation on Climate Change Mitigation and Adaptation.

Edward Turner
General Manager

Completed an accounting degree and commenced working career with major international mining and oil and gas companies. General Manager of a financial institution in Australia for 16 years, and then commenced a career in aviation over the past 30 years in Asia, working in conjunction with Asia’s leading airlines.

Khoi Vo
Director

Obtained a degree in dentistry in Belgium and continued in that industry for 8 years, followed by a business career in Boston, USA for 3 years and then the last 15 years in Australia, creating over 100 retail outlets in major shopping complexes throughout Australia for both beauty and telecommunications.

Peter Carter
Director

Peter Carter founded Pilbara Airlines in 2019, with the vision to operate international and domestic flights from the region. Resident of Port Hedland and actively involved in the community as President of Chamber of Commerce, former councillor of Town of Port Hedland and member of local BHP advisory committee. Businessman for over 35 years, involved in travel, tourism and film production.

Jonathan Rhys Evans
Director

After completing a bachelor degree in aerospace engineering, Jon commenced employment with international aviation companies in the UK, USA, Australia and Asia. In 1994 he established his own aviation company in Singapore to provide consultancy and aircraft management services covering helicopters and fixed wing aircraft, specialising in corporate jets.
